Skills for Records Management

What skills do you need to be a records manager? With this type of
role having become increasingly in demand over the past couple of
years, more people are asking this question and wondering if they
could move into this field, from library, information management,
administration, legal compliance or other work.
Traditionally, the core skills for records management were to survey
(paper) files, classify them, retrieve them, on demand, from users,
appraise them (against a schedule specifying how long different types
of record should be retained) and ultimately either dispose of them or
send them to an archive for preservation.
However, more recently, the expectations of senior management
regarding what their records manager should be responsible for have
expanded somewhat. These changes have been driven largely by changes
in technology and in legislative frameworks, in both the public and
private sectors.
A recent posting on a records management discussion list by Clare
Cowling, Records Manager at The Law Society, included the following
list of job responsibilities:
* Draft a records management policy
* Draft an information security policy
* Draft a business continuity policy
* Draft an e-mail management policy
* Draft an e-records management strategy
* Draft a paper records management policy
* Draft a scanning evaluation strategy
* Draft local and corporate standards for implementing EDRMS
* Draft guidance notes on relevant legislation
* Draft guidelines on standards for records stores
* Provide guidance on migration
* Provide guidance on digitisation
* Provide guidance on microfilming
* Provide advice on software vendors
* Provide guidance on database vendors
* Provide guidance for Finance on projected costs
* Provide guidance for Facilities on projected costs
* Provide costing for equipment for records stores
* Provide guidance on budgeting for future expansion of paper records,
e-records, e-mail etc
* Provide guidance on health and safety
* Provide guidance on HR issues and Data Protection Act
* Assist in Freedom of Information Act enquiries
* Assist in preparing a publication scheme under FoI
* Carry out training on compliance and records management
* Prepare publicity material
* Create a corporate file plan and enter it into an EDRMS
* Create a corporate records disposal schedule and enter
it into an EDRMS
* Evaluate the EDRM system in place
Many of these activities and responsibilities involve policy making,
costing, evaluating procedures or software, and above all
communicating - both internally and externally, whether to be
informative, persuasive or in training. Staff wishing to work within
records management, or are already working within this area and
looking for career development, therefore need a range of additional
skills.
These skills include a wide range of 'general business management
skills', including an understanding of organisational objectives, of
how to carry out user needs analysis, how to formulate strategy and
policy, to manage projects and to construct a business case and how to
communicate effectively in writing and by giving presentations. More
role-specific skills include a need to be aware of the scope of
legislation and regulation affecting records keeping, and an in-depth
knowledge of the application of those that apply to your organisation,
as well as knowledge of international standards for records management
and of the various document and records management systems.
Apart from the fact that records management is now so important to
risk management and legal compliance, it is this mushrooming of skills
required to work effectively in a records management role that has led
to the increases in salaries being offered for records management
posts over recent years. Employers still hoping to find 'a records
manager' for salaries in the low to mid- GBP 20's should take note!
